How to do select B&W

I have a photo of my daughter i put in google photos after processing it and google turned the background B&W and it looks really nice but her long hair was split with half in color and half B&W. i am trying to figure out how to do that in ACDSee Pro 2021. Does anyone know which tool can do this?

Would help if you posted an image showing the effect you want to achieve.
