Archive Management plugin Header files not included in the SDK

Is there any reason AMP header files could not be opened to the public? or is there any chance to get these header files? I personally need these header definition file to develop a plugin to support an archive type i frequently use in daily life that currently not supported by acdsee.
I really don't want to guess how these API been defined:
AMP_OpenArchive
AMP_FileDecode
...
