    I am in the process of converting old Hi-8 video camcorder tape to digital and am using Elgato Video Capture.
    The Hi-8 video tapes are recorder in PAL system as 640 x 480 and 25 frames/sec.

    I have been using Elgato's supplied software, but their latest version is from 2011 and rather dated.
    It does capture in Variable Framerate and apparently results in problem synchronizing video with audio.
    However, this can be rectified with HandBrake changing setting to Constant FrameRate and run the clip.

    Would Luxea Pro Video Editor be able to import/capture video from the camcorder ?
    I am normally using Adobe's Premiere Elements, but this program is not able to import fra the camcorder.

    Or any suggestion to any other suitable software on the market ?

    I do appreciate any information.

    I believe OBS studio can import from video capture devices and it is current software

      What a wealth of information - it'll take me a while to go through.
      I made a qucik trial with OBS and seems to work great.
      No issues with synchronizing video and audio, so probably the way to go.
