My support ticket with ACDSee finally came to a close. Here is the conclusion:
According to their web site, the hardware requirements for Ultimate 2022 is:
Intel® or AMD® processor with 64-bit support
Intel i5 or better processor recommended
4 GB RAM (8 GB RAM or more recommended)
512 MB Video RAM (VRAM)
DirectX 10 compatible graphics adapter
1280 x 800 display resolution (1920 x 1080 recommended)
2 GB of available hard disk space
My system exceeded all that including a 1GB video card supporting DirectX 11. After trying a variety of dead end tests at their instruction, they finally said that 2022 is more GPU intensive and works better under DirectX 12 and suggested I upgrade my video card. So I got a 2GB card that supports DirectX 12 and now the RAW decode is down from 16 seconds to about 3.5 seconds. More importantly, Develop Mode now runs smoothly and is usable again. 2020 still has a faster decode time of 2 seconds which means RAW to JPG exports and Face Detection are still faster in 2020, but at least the margin of difference is not so great anymore.
So to anybody experiencing slow performance in version 2022, you might check and see if your video card supports DirectX 12.
