    If you are talking about setting levels (Highlights, Midtones and Shadows), then it depends on whether you are in Edit Mode, or Develop Mode.

    In Edit Mode you could use either a Levels adjustment layer, or a Levels filter from the Filter menu. You could also use a Curves adjustment layer, or a Tone Curves filter.

    In Develop mode, you can use the Tone Curves tool. Also in Develop Mode you can enable or disable "Show clipped shadows and highlights"

    Ideally you would use the main Histogram in both modes as a guide, and you may have to enable that from the panes menu.
